National AIDS Control Programme

National AIDS Control Programme is being implemented in Uttarakhand State by Uttarakhand State AIDS Control Society- with the support of National AIDS Control Organization Ministry of Health & Family Welfare, Govt. of India

Target

In Uttaranchal Combined TI Projects on CSW, IDU & MSM has been initiated through NGOs. In 4 vulnerable districts Dehradun, Haridwar, Udhamsingh Nagar & Nainital started since April 2004.

Activities

Following programmes are being implemented as per the policy and guidelines set by Ministry of Health & Family Welfare – NACO, GoI and Government of Uttaranchal:

School AIDS Education Programme:

Initiated through Department of Education in collaboration with State AIDS Control Society.The programme will be implemented through NACP in all districts with the states of Uttarakhand through the Department of Education (DOE) in collaboration with Uttaranchal State AIDS Control Society (UASACS). Approx. in 2000 schools, teachers are being provided necessary training to conduct AIDS Awareness education. Students of IX and XI standard are covered under the programme.

IEC:

Messages on prevention and control of HIV/AIDS being disseminated to the community through Mass Media, Electronic Media (Television, Radio, Cable network), Print Media- (Newspapers, Posters, Folders, Leaflets, Wall Painting, Hoardings), Outdoor Media (Conducting mobile exhibition, Organising TV Shows, Video-on-wheels, Banner display) 36 trained folk media groups and interpersonal communication etc., observation of Voluntary Blood Donation Day on 1st October and World AIDS Day on 1st December every year. University Talk AIDS through N.S.S. and Village Talk AIDS programmes through P.R.Is. initiated.

Voluntary Counseling & Testing Centre :

- 22 VCTCs functional since March 2002.

Prevention of Parents to Child Transmission of HIV (PPTCT) Programme:

To prevent transmission of HIV infection from pregnant mother to new born child PPTCT (Prevention of Parents to Child Transmission of HIV) programme has been initiated in H.I.H.T. Medical College, Jolly Grant, Dehradun since April, 2004 and 6 new PPTCT centers established in District Female Hospital – Dehradun, Haridwar, Pauri, Pithoragarh, Almora, Haldwani (Nainital).

Condom Promotion

: – To prevent RTI/STI/HIV/AIDS condoms being distributed Free & Social Marketing through 09 STD Clinics, 22 voluntary counseling & testing centres and NGOs as well as under commercial marketing through 400 installed CVM (Condom Vending Machines).

Prevention & Control Programme from Sexually Transmitted Infections

: - 09 RTI/STI clinics are functional in District Government Hospitals.

ART Center

- .One ART centers established in Doon Hospital, Dehradun. ART (Antiretroviral Therapy) for short is the method of fighting HIV with drugs. ART does not kill the virus it only suppresses it by slowing down growth and multiplication. Anti-retro Viral Therapy available at Doon Hospital, Dehradun. ART Center is providing all medicines free of cost to PLHA. CD4 Machine is established and functional at Doon Hospital, Dehradun for CD4 Cell Count for people living with HIV/AIDS.

Blood Banks

- 24 Licensed Blood Bank established in Uttaranchal. In Government sector 18 Blood Banks & Private & other sector 6 Blood Banks.

Targeted Interventions for Populations at High Risk

:- In Uttaranchal Combined TI Projects on CSW, IDU & MSM has been initiated through NGOs. In 4 vulnerable districts Dehradun, Haridwar, Udhamsingh Nagar & Nainital started since April 2004.

Training Programme (HIV/AIDS)

: Training programmes imparted to specialists, Medical Officers, Private Practitioners (All pathies), Paramedical Staff, NGOs, ICDS workers, PRI. etc.
